Hi,

1. To create footer links, you need to create menu under Appearance > Menus section and then set it up under Appearance > Menus > Manager locations section.

2. This is subheader and you can disable it under Theme options > Header & Subheader > Subheader section.

To disable subheader, menu and footer from particular pages, you need to use the following css:

.page-id-xxx #Top_bar .menu_wrapper { display: none !important; }
.page-id-xxx #Subheader { display: none !important; }
.page-id-xxx #Footer { display: none !important; }

where xxx is PAGE ID.
