Static CSS Not Working in vs 16.0

I just updated our site to BeTheme version 16.  After re-inserting the dynamic CSS into the style-static.css file, I found that when you activate the Static CSS option in the Global->Advanced options that it is not reading the file.  The code on the resulting page show that it is calling out style-static.css?ver=16.0.1, but when you check that file it is empty of any changes that are made.

I checked the actual file within the web server and it is showing the changes correctly.  Any thoughts as how to correctly make the new version read the style-static.css file correctly?

did you made everything the way it was described on http://themes.muffingroup.com/betheme/documentation/#static-css ? Because we did checked it and it works fine. Please follow UPDATE!!! part especially.

Yes, I am used to doing this step.  I have had your theme running since vs 3.1 so needless to say I've been down this road a few times now.

What is weird is that when I turn Static CSS on the code on the page calls it out, but when I look at the file itself it is showing a blank version and not the one that is actually within the theme files itself.

I turned Static CSS back on just to create screen shots to help you determine what is wrong potentially.  Here is the link to download them all.

There are a total of eight images to view.  Each is labeled specifically so you can know what you are looking at when you view them all.

I just updated the theme to 16.1 and now the Static CSS works correctly again.
