One scroll per page

Hi, I recently buy the theme and I use Sketch demo. 
I have a question, is it possible to make "one scroll per page" effect? 

Basically, I want to scroll one time per page. All I found is "speed" of scrolling but it's not what I want. Would be nice if this works on mobile devices too. 

Any ideas? 

P.S. I'm bad at coding tho.
