CSS box for a layout

I didn't see a css box on the create layout page. I created a layout for the sub pages and wanted to adding padding to the menu just for that layout. 

Do you have to add this in the main be theme options css then over ride only on the home page so it doesnt take effect? or suggestion to add a css box on the create a layout page?

No, we do not have this box there. In this case you should use Theme options > Layout > Custom CSS & JS > Custom CSS section.
