How do you change background color for menu?

I've looked for hours and can't find out how to change the background color for my menu bar.  Very frustrating. Please advise. Thank you.

As you can see, the menu background is still white..

This has been super frustrating so I had to reset the default theme options.  When I did that I was able to change the menu header color.

Theme options > Colors > Headers > Top Bar Left Background

I think the problem was the fact that i was using a color for the Theme skin instead of using "custom skin"

If you have selected a theme skin color then you will be not able to change the individual colors
