How do I create parallax backgrounds? (I don't see that option in VC background dropdown)....

I'd like to create some setions like this demo but don't see parallax background image options, if you could let me know, thnks! (and can parallax speed be controlled?)

Parallax can be setup for section items only so please take a look at http://themes.muffingroup.com/betheme/documentation/#section where we left more info about section item.
