Anchor Link pushing past intended location

I have read through the other posts and have seen other people with anchor problems, but I have not come across a solution that works for me. When going to the following link it bypasses the anchor. It goes to the right location when the page is not reloaded, but on reload it keeps getting pushed down the page. Any help would be appreciated.
The page is set to One page.

those problems were probably related to the Muffin Builder, this on the other hand is Visual Composer and it takes a while to load on the page, this is why the anchor link does not work correctly. The only sollution here would be to use a pre-loader of some kind.
