Can't get menu bar to appear on page

I am working on the following page:  http://essential-blooms.com/fall_signup/ 

I'd like to have the menu bar at the top. I tried turning it on under Options > Custom Menu > Main Menu, but it still will not appear. I even tried switching from "blank page" to "default template" page, but that didn't seem to change anything either.

How can I get the menu bar on this page?

Hmm... I've tried clearing the browser cache a few times and done the same edits to this page, but still not seeing any menu bar...

try to disable plugins as well, and then clear browser cache.
We see the menu, like we showed on the screenshot.
