repositioning objects

Hey Guys, I Need your help:

First question is it possible?

It would be nice if you can give me some tips how I can do it. I think my main problem is, that i dont know how to repositioning objects. How can I close the gab in the middle and how can I close the gap to the window border. (questionsmark) And how can i make the Picture much bigger?

Ok guys if u visit my side http://doehmen.serverplan.de/ u will see im close to it. but I still dont understand how i can make the Picture perfectly fit. and how i can make sure that the hover items are next to the picter and not under the Picture on mobile devices.

In this one https://prnt.sc/io2g9u you can see text in the Image. It says „aktuelles“ and „US Steuerreform auf dem Prüfstand“. I tried to do the same but failed. I used column but sometimes its over, under or next to the picture. Never in it. i need an advice how to do it.

You should do this the other way.
1. Make a section and edit it, then set the style to highlight right and set a background image for the section.
You will have a section with 1/2 image and 1/2 color. The color can be changed in theme options>colors>content (highlight section background)
2. Place two 1/2 wraps in the section, in the left wrap you can place text which will appear on the image and in the right wrap place all links you created.
