How do I turn off hover effect for icons?

I've added some icons to my front page to describe the services.

When you hover over an icon, it lights up - which makes it look like a clickable link. Before/after images below.

I just want to turn off the hover effect. How do I do that?

Sorry but those images can not be opened. They are blocked. Also we need access to your website so see those items. If you don't want to show them public, then please send us private message instead because without those details we are not able to help. Also please send us working images. For that you can use http://pasteboard.co/ for example. There is tons of similar services in the web btw.
