Sticky header won't turn off

I downloaded a prebuilt website, and it won't let me turn the sticky header off. I'm clicking the on/off toggle, but it's not doing anything. Anyone else have this issue?

check if you havent set the fixed header style in theme options>header
Where are you disablin the sticky option?
