all themes on the envato market are under the same license which allows you to use one license key per project. If you want to develop websites for your customers you can do that with one key.
Just create a main domain and register it with the license key, then each subfolder or subdomain you make will let you register the same key on it.
Also localhost installations are not registered in the database.
