CSS Not updating - How to update CSS database.

I contact the host about this issue as well but is there someway to update this database manually or delete the cached version of this database.  Because none of the CSS updates are appearing.  I even tried use a cache plugin to try and fix this issue but nothing.seems to stick.  Any idea what could be causing the CSS database from not updating?

    Firstly please disable all plugins, especially cache plugins and please ank your provider to disable server side cache as well.

    • They don't use it.
    • Tried a htaccess hack to fix this cache issue. Didn't Work
    • The individual Custom CSS in the Page works
    • WordPress Additonal CSS works.
    • I am using Visual Bakery and not the Muffin Builder.
    • Tried out WP Add Custom CSS and that works.
    • I tried the theme on another hosting account and it works like it should
    Question are there any CSS Database cache issues with Siteground?  I might have to move hosting accounts but I want to double check before I move the website over.

    Sorry but this looks like a server issue more than a theme issue. We do not know anything about sitegrounds css properties and how it acts, there were no complaints previously.

    The only issue is me.  After 2 days it was a { in the CSS that prevented me from updating the CSS.
