How to make a image responsive?

There are four women on that photograph. On a desktop computer I can see all of them on the screen.
If
I open the same page on a mobile phone I can only see the two women in
the center. The women on the right and on the left are cut. How can I make this
picture responsive?

this image will not be responsive because it is a background image, you could only change the background size to contain, then it will resize.
