  to set up menu fixed, you need to set FIXED header type under Theme options > Header & Subheader > Header section.

  You should change header type to FIXED if you want menu to be fixed.

  To set up similar menu, please set up Classic header under Theme options > Header & Subheader > Header section and also disable Sticky header.

  You can do this with custom css only:

  .header-classic #Top_bar { background-image: url(PATH-TO-BACKGROUND) !important; }

  Ok, so to put background there, you need to use:

  @media only screen and (max-width: 767px) {
      #Top_bar #menu { background-image: url('PATH-TO-BACKGROUND') !important; }
  }
