Under Appearance > Widgets section, just use TEXT widget and inside use above html. But if you don't know how to do this, we suggest you to contact with your website developer.

I did that,

i add a text to footer #1 <a href="tips">tips</a>

but in menu > custom links > what i must use for url;

Sorry but we don't get it. You asked for the links in footer so why you ask for Appearance > Menus section now? We completely don't get it.

i just want to add a menu item and when the visitor clicks on it, he will be tranfered to the footer.
