A user with Administrator rights (on a multisite) can't see the buttons for the builder (classic mode/ fronted mode), when creating a page or a post. The Superadmin can see the buttons (see attached screenshot)
The rights in the Role Editor are set to individual and all Post Types are marked...

please switch to default WP theme and check if the buttons are also invisible first.
