Mobile Site Display

The website that I am working looks great proportionally on a computer. However, when I open the site up in mobile, it loads the desktop version and does not allow me to display a mobile friendly version. I have used this theme on another test site, and the mobile version of it works beautifully. I have combed through the site settings to see if there is an option to enable a mobile version of the site, but didn't see anything. If someone would be so kind as to point me in the right direction to display a mobile friendly version of the site when accessed from a mobile device, that would be very much appreciated. The site is :banketest.wunderkindconsulting.com. As an additional bit of information, the  option to enable "responsive" is not available to me within the General Settings in BeTheme Options.

    I believe the problem may have more so to do with the options not displaying in settings (none are displaying - not just the option to enable responsiveness).
