Make a fixed header be "solid"

Hey guys,
is there a way to make a fixed header "solid" or any other way that may help to solve my problem? The problem I get is that the fixed header headbutts the section I wanna jump to so it covers the top of the section.

Ok, thanks. So to make if solid background, you need to use the following css:

.header-fixed #Top_bar { opacity: 1 !important; }
