Different editing options with different users (same user level)

The problem is there are different editing options in the Visual Composer 'visual' text editor for each user. It seems the second row of buttons is missing from all users except for the the original user. All users have the same access level of ADMINISTRATOR. So this really shouldn't be happening. Please help me resolve this.
