New Row Goes to the Bottom

Hello,

Every time I create a new row in Visual Composer, it just stays at the bottom of the page and I am unable to move it's position at all. Am I missing something?

For reference purposes, I am using the PERFUME theme.

could you show us where it goes to the bottom and what you would like to do exactly?
