Is it possible to add an image to the Pop Up feature when it is in its base state before it is clicked?

Do you mean something like we did on http://themes.muffingroup.com/be/theme/shortcodes/typography/#image (when you click on the magnifier icon that appears on hover)?

Similar yes, I just want to be able to add text underneath the magnified image. Like how the "popup" allows you to add text as well as images.

So to do this, you can use Image item. This item has Caption option included as well so you can set the image text just under the image.
