Sticky Header --; How to add a background??

I'm trying to make the sticky header (the header that pops up when I scroll down a page) have a background. Mine currently does not have a background and it is very difficult to read.

Any suggestions?

its on every page... like there is the main header when you first arrive on any page and then, when I scroll down the page, the sticky header is smaller and more compact looking but it does not have a background.

But please disable maintenance mode because right now, we do not see anything.
