Hello! I am trying to create the dark effect for the pictures just as it is used in the Safari Demo. I want the pictures in my site to have that same black transparent film over it so that the overlaying white words pop more.

This is no effect, those pictures are just darkened using photoshop. Look at the link below:

The link just has a picture. Can I just have brief steps on how to do it on Photoshop?

Yes. I was just showing you that the picture from the demo page has no films over it but it was darkened in photoshop. As photoshop goes we do not support it and can't really give no advice.
