I am working on testing.callawassieisland.com/tips-on-kayaking-in-the-lowcountry/ and I have added a header image but on this blog post it is not working.

Are you able to use individual header images for each blog post?

yes, edit the post and add a header image.

Make sure that in theme options>header>subheader>header you have the minimalist option set to default.
