Jump/Anchor Menu in Tablet

Hey guys I am having a weird glitch on one of my sites  http://lead1.wendtstaging.com/

I am using anchor links in the sub navigation and they are working great on desktop. The problem in when I view it on tablet and I am on the page that contains the anchor links  the menu gets stuck on my screen and I can not exit out of it. I am specifically referencing one page on my site http://lead1.wendtstaging.com/happenings/.


When I am using the links from ever other page it woks just when I am on the page that actually contains the anchor links then it freezes. I will post screen shots below to show you how it looks when it gets stuck.
