Header not showing when made featured

I uploaded the header in BeTheme and also set it as the featured and it is not showing up. Any suggestions as to what I may be doing incorrectly? I have followed the other troubleshooting steps on other discussions but still same issue.

Hi,
try going to theme options>header&subheader>header and choose another minimalist option. The header is just hidden now.

Ok, I have done that. But now there is a black piece above the homepage header and the other headers are not the proper size. Please see screenshots below:

Also, in the main navigation. Under Services I have a page called programs that also has submenu items but they are not showing up. Any suggestions for this also?
