Does the theme have a shortcode or something to make this, would you recommend a cookie notification maker/plugin?

we do not have any cookie notification system available. Please use any plugin, we cannot recommend any.

Okay I understand, but is there a feature in the theme to make a header/popup so I can craft my own cookie notification?
