i can't find an option to change the color of the subheader?

The title color for the subheader can be changed in theme options>colors>header

i've changed all the settings but still not changing color:

and the footer does the same - change the color but nothing happens

Could you change it to another color, like red or something? This is very strange.

You have selected the one color skin and this will not allow you to change individual colors.
