Creating a Top Bar Menu With The Creative Header Option

I have come to learn that you can't add an action bar if the creative header option has been implemented, so I have tried making a top bar menu of sorts by creating a column within a section.
Would this be the best course of action for this circumstance, or would you recommend a different method within Betheme to achieve the top bar menu?

you can either build it with the Muffin Builder like you suggested but then you would have to add it manually for each page.
You can also try to use hooks in theme options>global>hooks
