Multilanguage things with WPML

Hello,

We have an existing website with one of your theme. The current language is Hungarian.
I want to add one or two (English and maybe German) additional language. I accept, that your theme support only the WPML plugin.
My question:
Is it enough to buy the starter kit of WPML, or we need to pay the Standard? I do not want to buy the Standard version because it gives me option to use it with 3 websites, but I need to make multilanguage option only in case of one website.
If the Starter version will translate normally everything (menu, widget, etc.,) then it would be enough for me.

(The other option wast that I make a clone from the whole site and put it into a subfolder, but if I thing good, in this case I need different Betheme licence registration for both...)
