Fixed background image- Parallax

Greetings-

I have arrived at a point where I don't know what else to do. I have two sliders, the main slider works well. The second slider (the image is filling a glass with beer) has only 1 slide and I would like the background image to be fixed so that everything scrolls over the fixed image. I have the parallax set to 100%, defined it as a static image, tried all different combinations of the parallax and scroll plugins as well as all the different combinations of scroll settings and effects within the revolution slider. The image for the background is 2762 x 2000 to ensure it was large enough. Here is an example of what I am trying to accomplish (see the image of a beer being poured):
