Site Wont Scroll on Touchscreen Laptop

Recently my site stopped responding to touch scroll input.  I can touch buttons with successful operation but the site will not scroll.

Has anyone seen this?  I've researched this some and found that others have had similar issues where plugins caused this.  How should I begin to isolate a plugin if it were the source?  Are there any other things I should check?

    Touch scroll operation works fine on Mobile.  Touch Scroll does not work on my laptop in both Chrome and Edge.

    what kind of laptop this is exactly? What OS are you running?
    Please disable all plugins, purge cache and then try again.

    Laptop is Lenovo Yoga 720 i7 24GB RAM 4K screen 1TB SSD

    I stated that I attempted this on two different OS (Chrome and Edge) Also, the touch scroll feature works on all other sites including this forum so I am certain my laptop can be ruled out.

    I deactivated all plugins, cleared the cache, reactivated the plugins I needed and no improvement has occurred.  

    I am not able to use touch scroll on my website from my laptop on Chrome or Edge. All other websites I visit allow me to use touch to scroll the screen.  Thank you for helping me. What should I try next?

    Please update your theme to the newest version.
    Also, disable your custom css and check if this solved the issue.
