  What more I've discovered is that the bouncing dissepear when I switch to text in post. Switching back to Visual, and bouncing begin again.

  I do not see this issue.

  Can you show me it on screenshot and explain me it wider?

  The flickering can be seen in edit modus for post, when Visual is active.

  If you're talking about that this menu at left is scrolled down with little flicker (http://prntscr.com/llztbr)

  then it's normal thing in wordpress.

  Or I just misunderstood you?

  Yes, I think you have. This bouncing was not there before, and your testpost have the same on leg and right side. This appear when post is in Visual mode. Can you check once more?

  This same happens when you turn the "Twenty seventeen" theme and scale it to 150% (to make menu items larger and achieve this effect).
  It's a WordPress related problem(?) and we cannot do anything about it at all.
  That's how it works.
