Non-Responsive Header Images

Large header images don't seem to be responsive at all. See http://bar.sleepinggc.com/resources/. It turns into this gigantically tall image on mobile. Is there a way to have it shrink in height or do I just have to hide it?

Additionally I'm using the Decor 2 theme and using most of the original layout that was provided (just replacing content and images). There seem to be a lot of problems with responsiveness on smaller screen sizes. For example: http://bar.sleepinggc.com/series/. The top section had 200 pixels of padding at the top of it so the menu wouldn't be sitting on top of it. It works fine on desktop but then when you go to mobile there is a huge unnecessary space at the top. Is there any way to change this on mobile?
