Theme won't save my imported settings

I am in the middle of a go-live for a client. I exported a file of the site settings from the draft website and when trying to import them into the live website, I paste the code in, hit Import but the changes aren't reflected in the Settings area - custom CSS is blank, Logo not there etc.  Need answer to this ASAP please!!  

Also, my muffin builder content did not come over as well which is really bad as well.
