Sidebar with Muffin Menu

I have a page with a sidebar that currently shows siblings, which is fine. But is it possible to create a menu that has a link to a Parent Page+Parent Pages Siblings and then the Siblings of the current page. 

For example, if you're on Page 4c you'd see a menu like this:

- Page 1
- Page 2
- Page 3
- Page 4
-- Page 4a
-- Page 4b
-- Page 4c
-- Page 4d

I can create a custom navigation menu that shows all of this, however I'd have to edit it every time I add a new page and would rather it be automatic if possible.
