Stuck on under construction mode

Hello, 

I turned on the "under construction" while developing, then now it's stuck there even after i turn it off from the muffin options.
what i have tried:
  1. Turn the settings on and off several times.
  2. Clear browser cache.
  3. Use another device with different network
  4. Disable all plugins from hosting FTP
Haven't try to change to wordpress themes, i'm afraid all muffin options settings will be lost.
Any help would be appreciated
