Disable alt text on image hover

Hi, is it possible to disable alt text on image hover? It's disturbing. In my opinion, alt text should only appear if the image is missing.

Hello,

It's not alt text, it's a title tag which can be easily disabled by removing text from that field.

Just go to the WP Dashboard > Media > Library, select image and make title field blank.
