Default editor doesn't have the "Visual" and "Text" tabs

I just realized that when I loaded the theme and began working that the default WordPress editor looked odd. Then I realized it was just the Text view and didn't have tabs for "Visual" or "Text". I thought I'd load the TinyMCE editor but that did nothing.

I've tried deactivating all of my plugins and turned just the Classic Editor on. I've tried switching to a new theme but it still didn't change. Here are my server specs:

I'm using BeTheme 21.7.4

MySQL Version 5.6.47
PHP Version 7.3.17
PHP Memory Limit 1 GB
PHP Time Limit 180
PHP Max Input Vars 5000
WP Max Upload Size 64 MB

Images below shows a normal default editor and the other shows mine with the tabs missing and stuck in Text mode. Please help.

Hello,

Are you building the page or post? You should use the gutenberg instead, the classic wordpress editor is deprecated and it will be abandoned soon.

Also, did you try to check if it works, if only classic editor plugin is enabled?
