Scroll to ID suddenly not working

Hi,

Scroll to ID is suddenly not working, it seems to be functional in that if I add teh #id to the URL it will snap to that section but when you click the link the url populates with the id where it's supposed to go but nothing actually happens.

If I delete the id from the URL and retype it ie. https//geniestherapeutics.com/#contact it will snap to the section. If I refresh, the #id stays in the URL but only reloads the general page. None of the #ids are working on other pages either. I can't find the jquery file to make any changes - please help, these links are critical to the site and I can't figure out what's going on!
