The only exceptions are for subdomains or subfolders. You can register unlimited subdomains with one license key, as long as the main domain is registered under the same key.

I am developing a website on localhost and it will be transferred to some server in the future and with a different domain name probably... I assume this will not be an issue? I just have to deregister my license on localhost and when transferred register again the same license. Is that correct?

No, that will be no issue. Just remember to deregister your license key before the migration.
If you want to use a plugin to migrate your website, I recommend using Duplicator because we used it many times, and we had no issues with it.
