hover on item - portolio page

i'm here to ask if there's a way to set the hover effect above the items of this portfolio: https://mangiafesta.it/wstar/?page_id=376
just like the hover effect on the object from this page: https://mangiafesta.it/wstar/ (as i show on the image)
The problem with the item portfolio hover is that it's title is shown with some delay.

I noticed that you used some Custom CSS Code to achieve this display.
In that case, you should contact your web developer and ask him about this issue because I do not know what changes you made.
