Placing a slogan above/under a footer

Hello

I'd lke to place a slogan above or under footer field.

Choice 1 I like more but if it's impossible and there's only choice 2 do I have to create/color an additional section right above the footer? Like a pre-footer or so...

I think that the best option to achieve that will be creating a template with this slogan and put it as the last section of every page.
