Is there possible to add a horizontal line below the action bar? (inside muffin options or with custom CSS?)

You have coming soon enabled.

Try using the following code:

#Action_bar{
   border-bottom: 2px #00ff00 solid!important;
}

However, if it will not work, please, disable the coming soon.
