How to remove this bar before the footer?

could you please tell me where is this bar settings?

I can not remove it.

Can you also tell me if I can add a botton to this bar and change the color?

Hi,

This bar is a call to action in Footer.

You can edit it, and add there a button (with shortcode) in Betheme -> Theme options -> Footer.
