Why is Wordpress toolbar on top of header?

On one of our alternative headers the wordpress toolbar covers part of the header (header goes underneath it). Any idea what could be the cause? Thanks.

It is because WordPress and our CSS styles do not get along with custom header templates.
When we tried to correct that, one fix led to another bug. We decided that it is so irrelevant and time-consuming that we must leave it as it is.
