Global wraps only work on some pages

Hi, quick question: I have two pages with an identical setup: Section --> 1/1 Wrap --> 2/3 Wrap + 1/3 Wrap. I want to use the content of a global wrap in the 1/3 Wrap. On one page, this is working as expected (see 1st screenshot). On the second page, the "global wraps" tab in the BeBuilder is disabled/greyed out so that I can't use the wrap there (2nd screenshot). What could cause this? I tried deleting and rebuilding the site, but it just doesn't work like on the first page. Thanks
