Missing Stylesheet

I am getting a 403 error when trying to save a page. This is on an existing site which is up to date on themes. I am getting a missing style sheet error. I have followed the directions and uploaded the betheme.zip, but that hasn't resolved the issue.

How can I resolve this problem?

    It appears that a plugin was causing the 403 error, which is now resolved. However, the missing stylesheet remain a problem.
