I permanently delete an image from the media but when I reload another image with the same name, it renames it with sequence number "name-1"
I need it to be uploaded with the same name to be replaced where it was already present

Hi,
you can switch to default wp theme and you will realize that it has nothing to with the theme. I would look for a problem in 3rd party plugins or on server side.
